Adult and Correction Education Transfer SB 762 - "Clean-Up Bill" Summary
Renames the Division of Workforce Development at DLLR to the Division of Workforce Development and Adult Learning
Substitutes the Division of Workforce Development and Adult Learning of DLLR for the Division of Correctional Education at MSDE as a member of the IEPP Advisory Committee
Confirms the State Board's status as the State agency responsible for the administration of the Perkins Act
Deletes the reference to the Adult Education and Family Literacy Act and the Workforce Investment Act in the provisions relating to vocational education
Adds to the responsibilities of the Division of Workforce Development and Adult Learning to administer adult education and literacy services programs and educational and job skills training programs in adult correctional facilities
Permits county school professional personnel who take jobs in adult education or adult correctional education to retain seniority credit as currently provided for at MSDE
Substitutes the Secretary of DLLR for the Board of Education as the authority for waiving residency and school withdrawal requirements for GED candidates
Corrects language regarding the offering of GED exams at least twice a year at places throughout the State
Expands the membership of the Education and Workforce Training Coordinating Council for Correctional Institutions in accordance with the recommendations of the Transition Council
Requires that the Coordinating Council meet at least four times a year
Combines the duties of the directors of educational programs and workforce skills training for correctional institutions into one position
Provides that the Patuxent Institution is under the jurisdiction of the Coordinating Council for workforce skills training as well as educational programs
Confirms that all MSDE employees transferring to DLLR have satisfied the minimum qualification requirements of their
classification and do not have to undergo a further selection process
N.B.: S.B. 382, the annual Corrective Bill, contains a provision to ensure that transferring MSDE employees who are in the Institutional Educator Pay Plan will remain in that plan.
