On May 7th of 2007, Mr. Moser became the Assistant Secretary of the Maryland Department of Labor, Licensing, and Regulation, Division of Workforce Development. Prior to becoming Assistant Secretary, Mr. Moser served as President\CEO of the Anne Arundel Workforce Development Corporation (AAWDC). During his tenure at AAWDC, Mr. Moser redesigned Anne Arundel County's workforce development system by increasing the number of service locations (One-Stops) from 1 to 9 while decreasing overhead cost by more than $500,000.  He expanded the variety of services offered to include demand-driven business projects, offender and drug-court initiatives, programs for individuals with disabilities, youth scholarships and internships, and re-employment programs for seniors. These projects and programs were in addition to the WIA youth, adult, and dislocated worker programs.

 

During his time at AAWDC, he opened the first public workforce operated One-Stop at an international airport (BWI). He established two service locations inside County correctional facilities and led AAWDC to win the National Association of Counties Workforce Development Award of Excellence. Prior to his departure from the county, AAWDC also won the Comcast Hall of Fame Award for outstanding Economic Development Partnership of the Year with a partnership between AAWDC, BWI Thurgood Marshall Airport, and Anne Arundel Community College.

Prior to becoming CEO of AAWDC, Mr. Moser was a policy analyst and fiscal administrator for the Governor's Workforce Investment Board (GWIB). During this time, he assisted in the creation of Maryland's five year strategic plan for workforce development, and wrote the performance policy for all workforce areas in the State.
Prior to moving to Maryland, Mr. Moser managed and directed Job Training Partnership Act (JTPA) Programs for the Cumberland-Salem Job Training Consortium.

Andy is a graduate of the University of Maryland, where he earned a Master of Science degree in Business Management. He also holds an undergraduate degree in history from Rowan University in New Jersey. He resides in Mayo where he lives with his wife and two daughters.
