Application Process to Become a
Maryland Eligible Training Provider -
Workforce Innovation and Opportunity Act (WIOA)
To be eligible to be added to the Maryland WIOA Eligible Training Provider List (ETPL), a program of training services must involve one or more courses or classes, or a structured regimen, that leads to:
- an industry-recognized certificate or certification;
- a certificate of completion of a registered apprenticeship program;
- a license recognized by the state or federal government;
- an associate degree;
- a baccalaureate degree;
- a secondary school diploma or its equivalent if provided concurrently or in combination with an eligible training service(s);
- measurable skill gains toward a credential.
Eligible Training Providers
- An institution of higher education that holds a certificate of approval from the Maryland Higher Education Commission (MHEC) or is legally authorized by another State and provides a program that leads to a recognized postsecondary degree or credential;
- An entity that carries out a program registered under the National Apprenticeship Act;
- A public or private provider of training services, which may include:
- A Private Career School that holds a certificate of approval from the authorizing agency or holds a letter of exemption issued by MHEC;
- A community based organization;
- A joint labor-management organization; or,
- An eligible provider of adult education and literacy activities under WIOA Title II if such activities are provided in combination with certain training services; or,
- A Local Board.
All applicants that do not already possess a Certificate of Approval from the Maryland Higher Education Commission (MHEC) must first submit a Training Provider Questionnaire (TPQ) (Word) to MHEC. MHEC uses the information provided in the questionnaire to: (a) determine whether or not the training proposed requires a Certificate of Approval issued by MHEC; (b) receive a letter of exemption or “not regulated status” from MHEC (not required to obtain a Certificate of Approval from the Commission); or (c) to be advised that the entity must seek approval from the higher education authority in the home State where the out-of-State training provider is conducting training and included on the home State’s ETPL.

Submit the required application enclosures to the WIOA Training Program Manager. Once DLLR confirms receipt of the enclosures, the application will be considered to be complete. A Review Team will then determine whether an application is approved. Applicants should expect to be notified of the application review result within 30 calendar days of receipt of a completed application.
Note: All ETPs must submit verifiable program performance data, including student SSNs, annually to the state. Data must be reported for all students enrolled in the program, not just WIOA-funded students.
