The Real Estate Appraiser and Home Inspector Commission requires licensing and regulation of those individuals:

  1. Who provide real estate appraisal services for transactions involving federally related loans. Such individuals are licensed in one of the following classifications: Appraiser Trainee, Licensed Appraiser, Certified Residential Appraiser, or Certified General Appraiser
     
  2. As you may be aware, the implementation of the law governing the licensure and regulation of home inspectors was delayed for a number of years due to the absence of funding.  Effective October 1, 2006, funding was allocated by the Maryland General Assembly to implement a home inspector program under the direction of the Maryland Commission of Real Estate Appraiser and Home Inspectors.
     
    The Commission began issuing home inspector licenses to qualified individuals (grandfathering licensing) shortly after January 1, 2007. Licenses will be subject to renewal every two years. All qualified candidates can pursue licensure as a Maryland home inspector during the open application period starting in April 2007. January 1, 2008, is the enforcement announced by the Commission, after which it will be illegal to provide home inspection services in Maryland without a license.
 
The Commission adopted a firm date scenario of their implementation of the 2008 AQB Criteria, which impacts reciprocity with other states. The Commission is currently reviewing the adoption policies selected by other states with respect to their implementation of the 2008 AQB Criteria as well as other general licensing protocol to determine whether or not a reciprocal agreement with another state can be considered. Therefore, the Commission has temporarily suspended reciprocity with all states until new reciprocal agreements, where applicable, can be executed.
