This recruitment will be used to generate an eligible list that will be used to fill current and future permanent vacancies.

The Maryland Department of Labor, Licensing and Regulation is accepting applications from qualified candidates for the position of Hearing Examiner II, Employment and Training. Hearing Examiner II is the full performance level of work within the Appeals Division - Lower Appeals. The primary function of this position is to conduct administrative hearings on issues arising under the unemployment insurance law, to assure due process and to render prompt decisions under Maryland law and regulation, precedents of the Board of Appeals, and applicable standards of the U.S. Department of Labor. The hearings are conducted both in Baltimore and throughout the State of Maryland. This work may require extensive travel within the State.

Minimum Qualifications and Experience Requirements:

Education: Possession of Juris Doctor from an accredited law school.
Experience: One year of experience of legal experience involving civil, criminal or administrative proceedings.

Note: These requirements are established by the Department of Labor, Licensing and Regulation by the authority provided in Title 8, Section 305 of the Labor and Employment Article of the Annotated Code of Maryland and the Department of Budget and Management does not have authority to accept substitutions or equivalents.

Licenses, Registrations and Certificates:

  1. Candidates for positions in this classification must be members of the Maryland Bar.
  2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Examination:

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Therefore, it is important that you provide complete and accurate information on your application. Report all experience and education that is related to this position. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.
