July 1, 2017 - Laurel Park
#17-118 Trainer William Campbell is fined two hundred dollars ($200.00) for allowing the administration of a drug to a horse entered to race, thereby causing said horse, “Brook’s On Fire”, to be scratched from the fourth race at Laurel Park on July 1, 2017.

July 1, 2017 - Laurel Park
#17-119 Trainer, Laura Roadcap is fined $25.00 for not having the colors for, “Aim Straight”, entered to run in the second race at Laurel Park on June 30, 2017, after receiving a warning on (06/16/2017 ) for the same offense.

July 9, 2017 - Laurel Park
#17-120 In the matter of the fifth race at Laurel Park on March 4, 2017, regarding the Stewards Ruling #17-112, involving the horse "Balkan”.

On July 8, 2017 trainer Jose Corrales filed an appeal with the Maryland Racing Commission, on behalf of Jose Corrales and Didier Plasiencia, the owners of “Balkan”. The appeal disputes the Stewards' decision to sanction Mr. Corrales and disqualify "Balkan”, second place finisher of the second race at Laurel Park on March 4, 2017.

As a result of that appeal, the second race on February 10, 2017, is hereby declared in dispute and the following ordered to remain in effect until the dispute has been settled by the Maryland Racing Commission:

  1. All penalties to Mr. Corrales be stayed until such time as his case is heard before the Maryland Racing Commission.
  2. The purse monies affected by the dispute are to be held by the Horsemen's Bookkeeper.

July 9, 2017 - Laurel Park
#17-121 In the matter of the second race at Pimlico Race Course on May 25, 2017, regarding the Stewards Ruling #17-114, involving the horse "All Blinged Out”.

On July 9, 2017 trainer Lacey Gaudet filed an appeal with the Maryland Racing Commission, on behalf of Team Gaudet, the owner of “All Blinged Out”. The appeal disputes the Stewards' decision to disqualify "All Blinged Out”, winner of the second race at Pimlico Race Course on May 25, 2017.

As a result of that appeal, the second race on May 25, 2017, is hereby declared in dispute and the following ordered to remain in effect until the dispute has been settled by the Maryland Racing Commission:

  1. Both “All Blinged Out” and “Hibernia Fire” shall be subject to all penalties attached to the winner of the race [COMAR 09.10.04.15, A(1)]; and
  2. The purse monies affected by the dispute are to be held by the Horsemen's Bookkeeper.

#17-122 Trainer, Marvin Richards, is fined Two Hundred dollars ($200.), for failure to have his entry, “Know What Im Sayin”, treated with furosemide (lasix) three hours before post time for the fourth race at Laurel Park on July 8, 2017.

#17-129 In the ninth race, at Laurel Park on July 23, 2017, horse #5 “Legal Precedent”, ridden by jockey Feargal Lynch was disqualified from second position and placed seventh. Out of the gate, #5 “Legal Precedent” broke in hard towards the inside and soundly bumped #4 “In Arrears”, ridden by jockey Sheldon Russell, causing that horse his best chance to place.
[Violation under COMAR 09.10.01.50, A (1)a, d & e , which states in pertinent parts: “A horse may not: (b) Cross or weave in front of another horse without sufficient clearance (d) Intimidate another horse, or (e) Impede another horse.]

#17-130 On July 28, 2017, the Stewards received notice from Truesdail Laboratories, Inc. that blood sample #22827, dated July 16, 2017, contained the drug phenylbutazone at 4.6 mg/ml which is in excess of the accepted threshold level of 2 mcg/ml of plasma or serum established by the MRC. The Stewards, having established that blood sample #22827 was taken from the horse “Saturday’s Rein”, owned by John B. Holsclaw and trained by A. Ferris Allen III, following the running of the sixth race at Laurel Park. The Stewards notified Mr. Allen on July 28, 2017 that: (1) the presence of phenylbutazone, at this level, in the system of “Saturday’s Rein” at the time the horse ran constituted a violation under COMAR 09.10.03.04 Drug Prohibition - Horses; (2) he had the right to have the split sample tested by an independent laboratory prior to the Stewards conducting a hearing in this matter; and (3) he had the right to be represented by counsel at the hearing.
.
A hearing was held on July 29, 2017 wherein Mr. Allen waived his right to send a split sample and to legal counsel.

Based upon the evidence before them, the Stewards find the following:

  1. "Saturday’s Rein” did carry an overage of phenylbutazone, in its system when it finished second in the sixth race at Laurel Park on July 16, 2017, a violation under COMAR 09.10.03.04, Section C;
  2. A. Ferris Allen III, as trainer, was the absolute insurer of, and responsible for, the condition of “Saturday’s Rein” at the time the horse ran (Sections D & F); and
  3. A horse found to have carried a drug in its body during a race may be disqualified and the purse monies earned by that horse redistributed (Section G).

Based upon the foregoing, the Stewards hereby order that:

  1. Trainer A. Ferris Allen III, be fined in the amount of Five Hundred ($500.).
  2. Trainer A. Ferris Allen III will be assigned one (1) Multiple Medication Violation Point.

Note: As per COMAR 09.10.04.05, failure to pay a fine within 48 hours from being notified may result in a suspension of license.
