Maryland to Receive $2 Million in "Earn and Learn" Training Grants

Federal grants to help workers experiencing prolonged unemployment

(BALTIMORE, 6/29/10) - Alexander M. Sanchez, Secretary of Labor, Licensing and Regulation, announced that Maryland will receive approximately $2 million in On-the-Job Training, National Emergency Grants from the U.S. Department of Labor under the American Recovery and Reinvestment Act (ARRA). These grants are intended to jump-start re-employment for workers experiencing prolonged unemployment or who face barriers to re-employment, by enabling employers to create training and job opportunities for these individuals.

"We thank the Department of Labor for this grant, which is consistent with the goals of Governor O'Malley's Skills2Compete Maryland vision for workforce development and the HIRE Maryland tax credit. This will provide DLLR with even more opportunities to help hardworking Marylanders get back on their feet, while helping employers develop new workers with the skills they need for critical openings," Secretary Sanchez said.

The On-the-Job Training grants will allow participants to "earn and learn," meaning they will develop new skills while earning a paycheck. Employers participating in these on-the-job training projects will receive partial reimbursement to offset the extraordinary cost of training workers.

DLLR's Division of Workforce Development and Adult Learning (DWDAL) will administer the program in p artnership with Local Workforce Investment Areas and the Maryland Workforce Corporation (MWC).

Participants will be selected from a pool of applicants within a given Workforce Investment Area who have been laid off since January 1, 2008 and are still unemployed. Participants will be referred to the designated DWDAL or WIA point-of-contact for information on how to participate.

DLLR plans outreach efforts with Maryland businesses that could benefit from this grant. Small businesses such as H.I.M. One Call Inc., M3L Corporation and FM Talent Source have already committed to participating.
